I found the video somewhere on the internet. It looks like a NYC sign, I think.

You are correct: that's a standard NYC street-cleaning sign. The architecture is right, too.
Incidentally, Calvin Trillin describes this style as "Matzah", because when you're done, you can't even stick a piece of matzah between the cars.
